2. FEDERAL SECURITY SERVICE (FSB)

The Federal Security Service of the Russian Federation is the principal security agency of Russia.The primary responsibilities are within the country and include counter-intelligence, internal and border security, counterterrorism, surveillance and investigating some other types of serious crimes and federal law violations.

In 2003, the FSB's responsibilities were expanded by incorporating the Border Guard Service and a major part of the Federal Agency of Government Communication and Information (FAPSI); to include intelligence activities in countries that were once members of the Soviet Union, work formerly done by the KGB's Fifth Service. The Border Service is a branch of Federal Security Service of Russia, tasked with patrol of the Russian border.The terms "Border Guards" and "Border Troops" are frequently used to designate this service. The Border service numbers around 170,000 active members, which includes the Russian maritime border guard units.

3. Ministry of Emergency Situations

Ministry of Civil Defence, Emergencies and Disaster Relief is a Russian government agency overseeing the civil emergency services in Russia. For a quarter of a century, the Russian Emergencies Ministry's aviation has been widely involved in solving the problems of ensuring the international activities of our country, delivering humanitarian aid to regions affected by natural and man-made disasters, helping foreign countries in eliminating wildfires and their consequences

The Russian Ministry of Emergency Situations (EMERCOM) aviation division operates a specialised fleet of aircraft and helicopters for search-and-rescue, medical evacuations, and disaster relief. They use heavy cargo planes like the Ilyushin Il-76 and flying hospitals like the Antonov An-148-100EM alongside utility helicopters such as the Mi-8 and Ka-32.

The aviation branch of the Russian Ministry of Emergency Situations (EMERCOM) serves as the rapid-response wing for Russia's civil defence. The air fleet is managed by the Central Airmobile Rescue Team, also known as Tsentrospas.
